What Is Short-Time Work Allowance?

Short-time work allowance (Kurzarbeitergeld, KUG) is a benefit provided by the German Federal Employment Agency that partially compensates employees for lost income when their working hours are temporarily reduced. It protects jobs during economically difficult times and prevents layoffs.

How Is It Calculated?

The allowance amounts to 60% of the net difference between target earnings (regular salary) and actual earnings (reduced salary during short-time work). For employees with at least one child, the rate increases to 67%. The calculation is based on standardized net earnings that depend on the tax class.

Eligibility Requirements

Several requirements must be met to receive KUG: there must be a significant reduction in work with corresponding earnings loss, the reduction must be temporary and unavoidable, and the employer must have reported the short-time work to the Federal Employment Agency. At least one third of the workforce must be affected by an earnings loss of more than 10%.

Duration and Increased Rates

The standard benefit period is up to 12 months. During special crisis periods, the duration can be extended. The rate may increase with longer short-time work: from the 4th month to 70% (77% with children) and from the 7th month to 80% (87% with children), provided the earnings loss is at least 50%.
