What Is Citizens Income?

Citizens Income (Buergergeld) is the basic income support for employable individuals in Germany. Introduced on January 1, 2023, it replaced the previous Arbeitslosengeld II (Hartz IV). Citizens Income covers the subsistence minimum and includes standard benefits as well as housing and heating costs.

Standard Benefits and Household Community

The standard benefit covers daily living expenses including food, clothing, personal care, and social participation. The amount depends on the composition of the household community (Bedarfsgemeinschaft). Single persons receive the full standard rate, while partners each receive a reduced rate. Children receive age-dependent standard rates.

Housing Costs

In addition to the standard benefit, actual housing and heating costs are covered as long as they are considered reasonable. Reasonableness is assessed by the local municipality based on local guidelines. During the first year of receiving Citizens Income (grace period), actual housing costs are fully covered without any reasonableness check.

Asset Allowances and Income

Citizens Income includes asset allowances: during the grace period, up to 40,000 euros for the first person and 15,000 euros for each additional person are exempt. Earned income is partially offset, with allowances in place to maintain work incentives. This calculator computes the basic entitlement without income offset.
